BURNT OAK NEPALESE COMMUNITY - LONDON

CONSTITUTION

INTRODUCTION

BURNT OAK NEPALESE COMMUNITY LONDON was established in January 2004 with the aim of preserving the Nepalese culture, language and tradition as well as promoting friendship and co-operation amongst the Nepalese people living within and out side the London Borough of Barnet Council.

SECTION 1: Full name, Commencement & Practice:

•The name of the organisation is: Burnt Oak Nepalese Community London (BONC LDN)
•The rules are applicable to all members of the community.
•The organisation’s procedures will be according to the rules of the organisation.
•The rules have been in place since the organisation was registered with Barnet Voluntary Services Council (BVSC) in 2004.

SECTION 2: Aim

•To resolve any emergencies that may arise within the community
•To preserve Nepalese culture, tradition and language
•To promote unity and brotherhood within the community and amongst Nepalese and other communities in the UK.

SECTION 3: Definition

•The word ‘’Community’’ means the Burnt Oak Nepalese Community London
•‘’Management Committee’’ means those members mentioned in section 4.
•The word ‘’member’’ means all active members of the Burnt Oak Nepalese Community London
•The term ‘’Office bearers’’ means those mentioned in section 4.

SECTION 4: MANAGEMENT COMMITTEE MEMBERS

In order to run the community in an appropriate and effective manner a ten member management committee has been formed with the following appointments:
  1. Chairman or Chairperson
  2. Vice Chairman or Vice Chairperson
  3. General Secretary
  4. Secretary
  5. Treasurer
  6. Assistant Treasurer
  7. Public Relation Secretary
  8. Cultural Secretary
  9. Assistant Cultural Secretary
  10. Sports Co-ordinator
  11. Team of Executive Members

SECTION 5: Duties, Responsibilities & Power

1. Chairman:

  1. To chair the meeting & to cast decisive vote in the meeting
  2. To summon meetings as & when necessary
  3. To ensure the effective operation of the committee
  4. To represent the community as a figurehead

2. Vice Chairman:

  1. To cover the duties of Chairman in his/her absence.
  2. To assist the Chairman in running the community smoothly

3. General Secretary:

  1. To deal with all correspondence, press and publicity.
  2. To record decisions and policy in the minutes.
  3. To make arrangements for meetings.
  4. To prepare the agenda with the Chairman.
  5. To produce the minutes of the meeting
  6. To ensure the members are informed of the Annual General
  7. Meeting and any General or special meetings.

4. Deputy Secretary:

  1. To cover the duties of the General Secretary in his/her absence
  2. To assist the General Secretary in his duties.

5. Treasurer:

  1. To ensure proper systems for financial control and reporting
  2. To keep all the members properly informed about the state of the community’s finances.
  3. To ensure financial reports to members are comprehensible.
  4. To keep the community’s financial record properly.

6. Public Relations Officer:

  1. To introduce the organisation & its activities to other external agencies & organisations.

7. Spokesperson:

  1. To produce a community news letter if required.
  2. To liaise and inform the media of any advertising matters of the community
  3. To speak on behalf of the community.

8. Cultural Secretary:

  1. To represent the community women group.
  2. To prepare cultural programme as & when necessary.

9. Sports Co-ordinator:

  1. To co-ordinate sporting events within the community
  2. To mobilise the youth group as & when necessary.

SECTION 7: Change of Rules

Any rules & regulations can be changed when the majority of the members decide to do so.

SECTION 8: General rules

  1. There will be an Annual General Meeting (AGM) for the members of the Community once a year.
  2. The emergency meeting can be called in by the committee members if and when necessary.
  3. The tenure for the Management Committee will be three years.
  4. If any member is found to be acting against the rules & regulations of the community, an appropriate or disciplinary action will be taken against the individual by the committee and if necessary he or she will be fined or expel from the community.
  5. This Community will remain purely a social & charitable organisation. The fund the community raises will solely be used for social purposes and good causes.
  6. No member will try to divert the community towards politics, racial and business activities.
  7. Birth: If any baby is born within the Community, the community will send a congratulations card and on behalf of the community the women group will visit the couple’s house and offer them a bunch of flower.
  8. Marriages: If there is a wedding party within our community, all members are to:
  1. Provide requested help and support.
  2. Attend the wedding party.
  3. Wedding gift is personal.

9. DEATH:

If a member or his/her dependents (spouse, children and parents of the husband) dies in the UK, an immediate payment of £2000.00 will be made to the bereaved family from the community fund and then this amount will be reimbursed from the members through donations afterwards. All necessary funeral arrangements will be carried out by the community. If the death is outside UK, all available head of community family members will visit the bereaved family’s house and offer them condolences and necessary help.

10. COOKING UTENSILS:

The use of community’s cooking utensils by the members is free of charge however for non members the rental fee is £20.00

11. COMMUNITY SUBSCRIPTION: (subject to review from time to time)

  1. Joining fee: £50.00 (one time payment) then the annual subscription will be waived for the first year.
  2. Annual subscription rates:
  • Family -£30.00
  • Single -£15.00
  • Student -£10.00

The annual subscription has to be paid by 31st of January each year. If one fails to meet this dateline then the treasurer will send out the reminder giving a month time to clear it (end of Feb) and if still fails to pay it then a written formal reminder letter will be sent out by the General secretary giving another month time (end of March). If still fails to either pay or respond then his/her membership will be terminated. After a formal reminder has been despatched If a member who has not paid the membership fee faces any problems he/she will not get any financial benefit.
